9 More Banks Subpoenaed Over Libor

Nine more banks have received subpoenas in connection with a probe into alleged widespread interest-rate manipulation by banks, a person familiar with the investigation said.

The probe, a joint effort by the offices of New York Attorney General Eric Schneiderman and Connecticut Attorney General George Jepsen, could lead to civil enforcement action related to breaches of antitrust and fraud laws.

The subpoenas, which were issued in August and September but haven’t been previously reported, bring the total number of subpoenas in the case to 16. The banks involved in the probe include most members of the panel that helps set the dollar London interbank offered rate.

The investigation by the state prosecutors is part of a global probe, in which more than a dozen federal and other regulators across three continents are looking into allegations that several banks rigged Libor.

The nine banks that received subpoenas in August and September were: Bank of America Corp., Bank of Tokyo Mitsubishi UFJ, Credit Suisse Group AG, Lloyds Banking Group PLC, Rabobank Groep NV, Royal Bank of Canada, Société Générale, Norinchukin Bank and West LB AG, according to the person familiar with the investigation.

The person confirmed that seven other banks had received subpoenas in the investigation. Information about those subpoenas were made public previously.

Representatives for Bank of America, Credit Suisse, Bank of Tokyo and Norinchukin Bank declined to comment. The other five banks subpoenaed in August and September that hadn’t previously been disclosed couldn’t be reached for comment.

The joint probe of the two attorneys general was reported by The Wall Street Journal earlier this year.

The New York-Connecticut Libor investigation focus on the ways Libor rates could have affected investors, state agencies and municipalities that invested in interest-rate swaps tied to the rate to help manage their debt costs. The losses that may have occurred because of rate manipulation could have a direct impact on state finances. Interest-rate investigations are also occurring in other states, including Massachusetts and Florida, the Journal previously reported.

Barclays PLC paid about $450 million to U.S. and U.K. regulators as part of a settlement in which the British bank admitted that executives and traders had manipulated Libor. The deal led to the resignation of the firm’s CEO and chairman.

British paedophile ring 'protected by Parliament and Downing Street'

A powerful paedophile network may have operated in Britain protected by its connections to Parliament and Downing Street, a senior Labour politician suggested yesterday.

Speaking from the back benches of the House of Commons, Tom Watson, the deputy chairman of the Labour Party, called on the Metropolitan Police to reopen a closed criminal inquiry into paedophilia.


Indicating his anxiety that there had been an establishment cover-up, Mr Watson referred to the case of Peter Righton, who was convicted in 1992 of importing and possessing illegal homosexual pornographic material.


Righton, a former consultant to the National Children’s Bureau and lecturer at the National Institute for Social Work in London, admitted two illegal importation charges and one charge of possessing obscene material. He was fined £900.


At Prime Minister’s Questions, Mr Watson said the evidence file used to convict Righton “if it still exists, contains clear intelligence of a widespread paedophile ring”.


He told a hushed Commons: “One of its members boasts of a link to a senior aide of a former Prime Minister, who says he could smuggle indecent images of children from abroad.


“The leads were not followed up, but if the files still exist, I want to ensure that the Metropolitan Police secure the evidence, re-examine it, and investigate clear intelligence suggesting a powerful paedophile network linked to Parliament and No 10.”


In the aftermath of Mr Watson’s remarks, media outlets speculated that he was referring to the late former Prime Minister Sir Edward Heath – who was the subject of unsubstantiated rumours about sex with under-age boys – or to Sir Peter Morrison, a former Downing Street aide who died in 1995.


However, The Independent understands that Mr Watson’s comments were not aimed at either Sir Edward or Sir Peter, but at a living person associated with Margaret Thatcher’s administration.


They are thought to involve the activities of the Paedophile Information Exchange, a pro-paedophile group in existence between 1974 and 1984, which believed there should be no age of consent.


Responding to the remarks, David Cameron said the MP had raised “a very difficult and complex case”, adding he was unclear which former Prime Minister Mr Watson was referring to.


Criticising the BBC’s record on Savile – who was never caught and died last year aged 84, the Prime Minister said: "These allegations do leave many institutions - perhaps particularly the BBC - with serious questions to answer - I think above all the question, 'How did he get away with this for so long?'.”


He told MPs: "The most important thing is that the police investigation is properly resourced and is allowed to continue.”

"(Reuters) - The British government warned the BBC on Wednesday that a growing sex abuse scandal was raising "very real concerns" about public trust in the broadcaster.

The BBC has been thrown into disarray by accusations that it helped cover up sexual abuse by one of its former presenters, Jimmy Savile, and has struggled to explain why one of its own programs dropped an investigation into Savile last year.

Police and the BBC, which is funded by the public through a license fee, are looking into allegations that the eccentric, cigar-chomping Savile, who died last year, abused girls as young as 12 over six decades. Some of the attacks were alleged to have taken place on BBC premises.

"These allegations do leave many institutions, perhaps particularly the BBC, with serious questions to answer," Prime Minister David Cameron told parliament.

"The government will do everything it can do, other institutions must do what they can do, to make sure we learn the lessons of this and it can never happen again."

Cameron's comments follow a letter from Culture Secretary Maria Miller who told the BBC that "very real concerns are being raised about public trust and confidence in the BBC".

Lawmakers and the media heavily criticized Director General George Entwistle for his uncertain appearance before parliament on Tuesday to answer questions over the scandal.

His predecessor, Mark Thompson, is also facing scrutiny over his handling of the case.

The public editor of Thompson's soon-to-be employer, the New York Times, questioned whether the Briton was now fit to serve in his new role with such a scandal hanging over him.

"How likely is it that (Thompson) knew nothing?" Margaret Sullivan wrote in a blog post on Tuesday.

"His integrity and decision-making are bound to affect The Times and its journalism - profoundly. It's worth considering now whether he is the right person for the job, given this turn of events.

Thompson has said he was not briefed on the high-profile Newsnight program that detailed allegations against Savile, who hosted prime-time children's shows on the BBC, and he was not involved in the decision to shelve its report.

The furor is the biggest controversy to hit the BBC since its director general and chairman resigned in 2004 after a judge-led inquiry ruled it had wrongly reported that former Prime Minister Tony Blair "sexed up" intelligence to justify the 2003 invasion of Iraq.

Entwistle, who was announced as the new director general in August, told hostile lawmakers on Tuesday that failures at the BBC had allowed Savile to prey on young girls, but he denied he had helped suppress the Newsnight report.

Damian Collins, a lawmaker from the ruling Conservative Party and a member of the parliamentary committee which questioned Entwistle, told Reuters there were mounting concerns about the BBC and its management.

"I don't think the director general gave a very convincing performance yesterday and I think there were a lot of questions about the decisions he's taken," he said.

In reference to Thompson, who was director general at the time of the Newsnight decision, he said: "I find it extraordinary that the decision to close down the Jimmy Savile investigation could have been taken without the knowledge of the director general, who is the editor-in-chief, because this was not any run-of-the-mill investigation.

"It was one of the highest importance, involving some very grave criminal allegations about someone who had been a BBC employee for decades."

The BBC said new allegations had been made against nine current BBC staff or contributors since revelations about Savile were first broadcast by rival channel ITV.

These ranged from inappropriate language or behavior to harassment and serious claims of sexual assault. Where appropriate, details had been passed to the police.

"I can't go into specifics," said a BBC spokeswoman. "Where appropriate action needs to be taken and people would need to be suspended, that will happen."

"There is information of a possible paedophile ring and we have people who have approached us with that information," Alicia Alinia, one of the lead lawyers involved in the cases for the Slater and Gordon law firm told Reuters.

"It seems to be a number of people who were involved other than Jimmy Savile, I can't reveal any specific names of celebrities involved, but it seems as though it wasn't just limited to unknowns."

Earlier, the BBC said new allegations had been made against nine current BBC staff or contributors since revelations about Savile were first broadcast by rival channel ITV.

These ranged from inappropriate language or behaviour to harassment and serious claims of sexual assault.

"Where appropriate action needs to be taken and people would need to be suspended, that will happen," a BBC spokeswoman said.

In a sign the scandal could spread further, lawmaker Tom Watson told parliament a senior aide to an unnamed former prime minister might have been involved in a suspected paedophile ring.

"I want to ensure that the Metropolitan Police secure the evidence, re-examine it, and investigate clear intelligence suggesting a powerful paedophile network linked to parliament and Number 10" he said.

The developments come at a time when politicians are increasingly voicing disquiet about the BBC's broader management structure.
