To whom does He visit mercy? And how? I think what you are saying is like when an attacker is raping a woman and she pleads for mercy and her attacker stops and lets her go. If God is giving mercy then that can only mean He is the one causing the harm. Is that why you are saying, that the only time you can give mercy is if you are causing what you will give the mercy for?
