Vision:
Rev 17:3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
Interpretation of Vision:

Rev 17:9 And here is the mind which hath wisdom.
The seven heads are seven mountains,
on which the woman sitteth.[B.]
Rev 17:10
And there are seven kings:
five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
The "woman" of Revelation 17:3 is clearly identified in Revelation 17:18:
Rev 17:18? And
the woman which thou sawest is that great city, which reigneth over the kings of the earth.?
The "woman" is "that great city", spiritually (1 Corinthians 15:46) "Babylon", "which reigneth over the kings of the earth". The "great city" is identified over and over again:
Rev 17:1? And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of
the great whore that sitteth upon many waters:?
Rev_14:8? And there followed another angel, saying,
Babylon is fallen, is fallen, that great city[b], because she made all nations drink of the wine of the wrath of her fornication.
Please notice, that this spiritual "Babylon" falls twice. That is important in considering Revelation 17 and the 7 and 8th "kings".
Rev_16:19? And [b]the great city was divided into three parts, and the cities of the nations fell: and
great Babylon came in remembrance before God, to give unto her the cup of the wine of the fierceness of his wrath.
Rev 17:5? And upon her forehead was a name written, MYSTERY,
BABYLON THE GREAT,
THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH.?
Rev_18:2? And he cried mightily with a strong voice, saying,
Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird.
Rev_18:10? Standing afar off for the fear of her torment, saying, Alas, alas,
that great city Babylon, that mighty city! for in one hour is thy judgment come.
Rev_18:16? And saying, Alas, alas,
that great city, that was
clothed in fine linen, and purple, and scarlet, and decked with gold, and precious stones, and pearls!
Rev_18:18? And cried when they saw
the smoke of her burning, saying, What
city is like unto this great city!
Remember, Revelation 17 spake of the burning of this "great city" by the "kings of the earth", the "ten horns", who would turn on her
Rev_18:19? And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas,
that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.
Rev_18:21? And a mighty angel took up a stone like a great millstone, and cast it into the sea, saying, Thus with violence shall
that great city Babylon be thrown down, and shall be found no more at all.
Is it merely a "city", or is there deeper things to consider? A city is always made up of people.
Peter helps also:

The church that is at Babylon, elected together with you, saluteth you; and so doth Marcus my son.
Peter says, that there is a "church that is at Babylon". A "church" in scripture is likened unto a spiritual woman.
?a woman? (faithful) ? This "great whore" (city/church) also "sitteth upon many waters", which combined make up a "beast" (or kingdom, nation, state power/authority):

Earthly, carnal, evil, impure and bitter waters:
Peoples of the nations that served the devil, and issued forth at his command, see 2 Sam. 22:5; Psa. 18:3-4, 32:6, 89:9-10, 93:3-4, 98:7-9, 124:1-5; Son. 8:7; Isa. 8:7, 17:12-13, 28:2, 59:19; Jer. 46:8, 47:2, 51:13; Eze. 31:15; Dan. 9:26, 11:22; Amo. 8:8, 9:5; Mat. 7:25,27; Jud. 1:13; Rev. 17:1,15.
Heavenly minded, spiritual, good, clean and sweet waters of earth:
even as Abraham (who was to be made into a nation) was called out of Babylon and the peoples thereof, and so God divided the waters, with a space between them, just as in Gen. 1:6-7 (more on this another time, for all of human history is found in Gen. 1-2), and Jacob (Israel), Christians, etc.
Gen 12:2 And I will make of
thee a great nation, and I will bless thee, and make thy name great; and thou shalt be a blessing:
Gen 35:10 And God said unto him, Thy name is Jacob: thy name shall not be called any more Jacob, but Israel shall be thy name: and he called his name
Israel.
Gen 35:11 And God said unto him, I am God Almighty:
be fruitful and multiply; a nation and a company of nations shall be of thee, and kings shall come out of thy loins;
1 Pet 2:9 But ye are a chosen generation, a royal priesthood,

There are also 'waters' (peoples, unfallen beings) in the actual Heavens (Psalms 104:3-4, 148:4; Isaiah 14:14; Jeremiah 4:13; Daniel 7:10,13; Matthew 24:30, 26:64; Mark 8:38, 13:26, 14:62; Luke 21:27; Acts 1:9; 1 Thessalonians 4:17; Hebrews 12:1; Revelation 1:7; Daniel 4:17, &c.), but that is not the focus of these waters in Revelation 17, which exist on earth, and protect (surround) and supply "Babylon".
A beast is simply a kingdom, or nation, or state power/authority, whether good or evil:

Rev 13:2? And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
This time the "crowns" are not on the "heads", but the "horns". A differing phase of the Dragon, not the 4th, the Pagan Rome, but the 5th, Papal Rome. This ties directly to Daniel 7.

So we have a city which sits upon 7 hills/mountains, which also is connected to a "woman", being religious, and has persecuted God's people, dressing in purple and scarlet and has gold, silver and pearls. ROME, even Papal Rome. She claims to have authority over kings (more details as needful from her own mouth). She even calls herself the "mother" of all churches (more details as needful from her own mouth).
What then are the 7 heads that are "kings"?
For, this we need to go to Daniel, and have a King James Bible (for modern 'Bibles' (counterfeits) change something very important, and the connection is lost).
Dan 7:17?
These great beasts, which are four,
are four kings, which shall arise out of the earth.?
Dan 7:23? Thus he said, [bThe fourth beast[/b] shall be
the fourth kingdom upon earth, which shall be diverse from all
kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.?
4 Beasts of Daniel 7 (Babylon, Medo-Persia, Greece, Rome) are not merely "kingdoms", but are also "kings". Why both? They are a kingdom that is for certain, but these "kingdoms" also ruled over other "kingdoms", and thus were "kings". They were world ruling powers/authorities, they were chief cities over other lesser cities (see for example Isaiah 7:8-9). Other (counterfeit) Bibles, which change vs 17 from "kings" to "kingdoms" do an injustice to what God said they were.
Why do we start in Daniel, and not with Egypt and Assyria? Because that is (Daniel) where Revelation 12 and 13 also starts, as just shown. Additionally, Egypt never ruled over Israel as a "nation". Israel wasn't a city-state nation yet when Egypt ruled. Assyria never ruled over all of the 12 tribes, and never ruled over the Southern tribes of Judah, Benjamin and Levi, neither the city Jerusalem.
Therefore, we connect the "five are fallen" to the time of the "wilderness" period of this entity (AD 1798 and afterward, when it was given a deadly wound by the 6th Beast of Revelation 9-11),
not the "wilderness" period of the true people of God in Revelation 12 (1,260; Daniel 7:25, 12:7; Revelation 11:2-3, 12:6,14, 13:5; Luke 21:24). People confuse the two wildernesses and their two entities. They are distinct from the other. The Anti-Christ follows the Christ power in all that it does.

Did you notice that "the rough goat" is "the king" over all "Greecia" (many city-states). Thus again, like Daniel 7:17,23, it is both a King and Kingdom.
[4] Pagan Rome - Dreadful Terrible Beast (1 Head); Daniel 7
Dan 8:23? And in the latter time of their kingdom, when the transgressors are come to the full,
a king of fierce countenance, and understanding dark sentences, shall stand up.?
The ?transgressors? [of the covenant and Law of God] are the Jews, in the days of Jesus, in the time of the Romans, for He said [KJB]:
Matthew 23:32 KJB - Fill ye up then the measure of your fathers.​
Their [nation of Israel] cup of iniquity was not yet full during the era of Greece, but it was soon to be in the era of Rome [and their Temple and city to be destroyed], for their 490 years [Daniel 9, 70 weeks] was almost up [and that generation [AD 31], within 40 years later, would see it, AD 70], some sooner than others [like the High priests, etc]. Paul speaks about this further:
1 Thessalonians 2:16 KJB - Forbidding us to speak to the Gentiles that they might be saved, to fill up their sins alway: for the wrath is come upon them to the uttermost.​
And thus the ?king of fierce countenance? is a fulfillment of the ?Iron? [Daniel 2:33,40, 7:7,19,23 KJB], Roman Empire [whose standard was the 'eagle', and came from afar, from the west, and besieged them in all their lands], as it is given in scripture [KJB] itself:
Deuteronomy 28:48 KJB - Therefore shalt thou serve thine enemies which the LORD shall send against thee, in hunger, and in thirst, and in nakedness, and in want of all things: and he shall put a yoke of iron upon thy neck, until he have destroyed thee.
Deuteronomy 28:49 KJB - The LORD shall bring
a nation against thee from far, from the end of the earth, as swift as the eagle flieth; a nation whose tongue thou shalt not understand;

A nation of fierce countenance, which shall not regard the person of the old, nor shew favour to the young:
Deuteronomy 28:51 KJB - And he shall eat the fruit of thy cattle, and the fruit of thy land,
until thou be destroyed: which also shall not leave thee either corn, wine, or oil, or the increase of thy kine, or flocks of thy sheep,
until he have destroyed thee.

in all thy gates, until thy high and fenced walls come down, wherein thou trustedst,
throughout all thy land: and he shall
besiege thee in all thy gates throughout all thy land, which the LORD thy God hath given thee.
Deuteronomy 28:53 KJB - And thou shalt eat the fruit of thine own body, the flesh of thy sons and of thy daughters, which the LORD thy God hath given thee, in the siege, and in the straitness, wherewith thine enemies shall distress thee:
That was Pagan Rome. Even whose symbol also used the "eagle". Rome beseiged the Jews in all their gates until they were destroyed.
[5] Papal Rome (king north, religious humanism, fallen) - Man of Sin, Little Horn (face as of a man, having a head with eyes and mouth), Beast (1 Head, see Psa 73:22; Dan 4:16, etc); Dan. 7-11; 2 Thes. 2:3. It too is a "king", see also Daniel 8:23 latter part. For Rome has several phases.
Dan 8:23 And in the latter time of their kingdom, when the transgressors are come to the full,
a king of fierce countenance, and
understanding dark sentences, shall stand up.
The ?understanding dark sentences? deals with the second major phase of the Roman element [as per Daniel 8:10 KJB], that of Papal Rome, for it means, according to scripture [KJB], to speak and understand parables, proverbs, ie religious/spiritual matters:
Psalms 49:4 KJB - I will incline mine ear to
a parable: I will open my
dark saying upon the harp.
Psalms 78:2 KJB - I will open my mouth in
a parable: I will utter
dark sayings of old:
Proverbs 1:6 KJB - To understand
a proverb, and the interpretation;

To speak in proverbs is to speak in symbols,
John 16:29 KJB - His disciples said unto him, Lo, now speakest thou plainly, and speakest no proverb.​
Thus, as it is written,
Proverbs 25:2 KJB - [It is] the glory of God to conceal a thing: but the honour of kings [is] to search out a matter.
Thus, this "king" power/authority would also have a religious aspect, in that it would claim to be able to expound or explain the parables of the word of God. Indeed, a wolf (Captoline) in sheep's (Christian) clothing:

Ten Horns sit on the 7th Head, and 10 means "whole" (Ecclesiastes 12:13-14, etc, like the Ten Commandments are the Whole Law of God), and thus all the "kings of the earth" are represented by the "ten" (for "ten" is representational of all. see Genesis 18:32; Matthew 25 (ten virgins, ten coins); Luke 17:12 (ten lepers), etc, etc,), and is thus the United Nations as represented by their leaders, that literally is on the 7th, that have no real authority yet to enforce a global law. So the Ten Horns are not on any of the other heads. it is on the 7th Head in Revelation 17 (most art work is representationally incorrect).

How do we know, without guessing? Scripture tells us (Genesis 40:8; 2 Peter 1:20; Isaiah 28:10,13, etc)
These 7 (and 8th), are as a counterfeit Candlestick (Tree), emitting the false light (Luke 11:35; 2 Corinthians 11:13-15), of satan's kingdom, from alpha to omega. In Genesis 3:1, the serpent had only 1 head, but by Revelation 17, the dragon(serpent)-beast reveals the sum total of the fullness of his government and rule, and thus will have been seen, witnessed and demonstrated by all. It may then be uprooted forever by God, being shown to be an evil tree. The Ten are also rulers, like unto authorities or commandments, the counterfeit governing of humanity, human laws (see Daniel 8:7, "power" in connection with "horns").

Power, simply means authority, or that which rules or regulates:

For the "kings of the earth" (United Nations, represented by the number 10), will implement the fullness of the laws of Satan. A counterfeit 10, dictated by the counterfeit 2 (Beast Sea, Beast Earth)).
And the 8th is merely #5 (which is of the 7) revived by #7 (deadly wound will be fully healed when the Beast from the earth becomes the sword of the state in the hands of the Beast from the Sea, and Mother and daughters and kings of the earth unite to persecute the last Elijah, the last John the Baptist)- see Revelation 13. 1929 (Lateran treaty) is
not the healing of the Deadly wound (I do not care how many newspapers or evangelistic series you've heard. The Bible is the final authority in all matters of faith and practice, and type was not met in anti-type in full there). It is only in part, even as AD 1800-1801 began the healing, when the Papal crown was given back, and a pope instituted.

Some have incorrectly taught that AD 1929 with the representative of the Roman Catholic Church signing of the Lateran Treaty (Concordat in the Lateran Palace; for Pope Pius XI by Cardinal Secretary Pietro Gasparri) with Benito Mussolini (Italian Dictator) was the healing of the deadly wound, but this is not so! Some have even "wrested" (Psalms 56:5; 2 Peter 3:16) scripture so far as to attempt to change the words "five are fallen" (Revelation 17:10; past tense), to five shall fall (future tense). This too can be demonstrated to be error upon request.
