The tithe is going toward paying the wages of both the wheat and the tares of pastors and leadership personnel.

The reality is that less than half of present day attending church members are returning a faithful tithe.
Who looses when people stop paying tithe? Is it the men like Diop, Bruinsma and Chartier? No, it's the pastors in small churches. Big churches and leadership get first priority, the cuts that happen when tithe drops off, generally happens to the smaller churches.
A pastor in areas that do not have a large church, may be responsible for three to four churches , covering, often hundreds of miles.

One thing about these smaller churches -- they have a far greater ratio of active members!!!
