No, it's not talking about the individuals. It's talking about the nations: Genesis 25:23 And Jehovah said to her, Two nations are in your womb, and two kinds of people shall be separated from your bowels. And the one people shall be stronger than the other people, the older shall serve the younger. Notice it says, "Two nations are in your womb." Esau the individual never served Jacob the individual. Regarding the identity of the nations, that would be Edom and Israel, right? Regarding your question as to what it means that one nation would server the other, I think the following addresses this: The burden of the word of the LORD to Israel by Malachi.
I have loved you, saith the LORD. Yet ye say, Wherein hast thou loved us? Was not Esau Jacob's brother? saith the LORD: yet I loved Jacob,
And I hated Esau, and laid his mountains and his heritage waste for the dragons of the wilderness.
Whereas Edom saith, We are impoverished, but we will return and build the desolate places; thus saith the LORD of hosts, They shall build, but I will throw down; and they shall call them, The border of wickedness, and, The people against whom the LORD hath indignation for ever.
And your eyes shall see, and ye shall say, The LORD will be magnified from the border of Israel. (Malachi 1:1-5) Finally, by way of observation, we need to understand this prophecy is dealing with nations and not individuals if we want to understand Romans 9-11 correctly; the following especially comes to mind: That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.
For this is the word of promise, At this time will I come, and Sarah shall have a son.
And not only this; but when Rebecca also had conceived by one, even by our father Isaac;
(For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;)
It was said unto her, The elder shall serve the younger.
As it is written, Jacob have I loved, but Esau have I hated.
What shall we say then? Is there unrighteousness with God? God forbid.
For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.
So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy. (Romans 9:8-16)
Those who wait for the Bridegroom's coming are to say to the people, "Behold your God." The last rays of merciful light, the last message of mercy to be given to the world, is a revelation of His character of love.
